The Alliance for the Defense of Protected Areas, composed of 37 organizations, announced the initiative, amidst the commotion caused by a Comptroller's report that exposes failures in the administrative processes of the institutions in charge, by not expiring concessions of salmon farming companies, which have failed to comply with the law. "
For the exit of salmon farms from Protected Areas. No relocation". With this message, the Alliance for the Defense of Protected Areas communicates the Save Patagonia campaign, whose purpose is to remove salmon farming concessions from national parks and national reserves in southern Chile.
The Alliance, composed to date by organizations from Aysén, Magallanes and other regions, launches the campaign in the midst of the commotion caused by the recent report No. 9 of the Comptroller General of the Republic (CGR), which found severe failures in the sector's institutional framework regarding salmon farming concessions that should have expired (extinguished), but are still in force.
Flavia Liberona, Executive Director of Fundación Terram, a member of the Alliance, recalled that the salmon industry has based part of its growth on non-compliance with current legislation, either because it has produced more than what was authorized in its environmental permit, increasing the impacts on ecosystems, or because it has evaded the environmental evaluation, in addition to a large number of centers that have not operated within the deadlines and conditions required by law. "The disciplinary procedures ordered by the CGR to the National Fishing and Aquaculture Service and the Undersecretariat of the Armed Forces, to determine administrative responsibilities, are a very relevant step in favor of the protection of coastal-marine ecosystems affected by salmon farming," he said.
From the Aysén Region, Erwin Sandoval, president of the Corporation for the Development of Aysén (Codesa) explained that this is one of the regions most affected by the presence of the salmon farming industry. "Of the 1,380 concessions that exist nationally, 716 are in this region, with 323 inside national parks and reserves. We adhere to this campaign because it is necessary to reinforce the efforts that various and multiple organizations and inhabitants are developing to problematize the impacts of salmon farming".
The campaign
The Save Patagonia campaign is promoted by the Alliance for the Defense of Protected Areas, and aims to remove salmon farming concessions from the interior of national parks and national reserves, without relocation. To date, there are 408 industry concessions inside protected areas: Laguna San Rafael NP (2, Aysén), Magdalena Island NP (8, Aysén), Alberto de Agostini NP (19, Magallanes), Las Guaitecas NR (313, Aysén) and Kawésqar NR (66, Magallanes).
The Save Patagonia campaign focuses on strict compliance with current legislation, which clearly establishes the limits and incompatibilities between industrial salmon production and the conservation of protected areas. "National parks and national reserves are a refuge for biodiversity where there should be no industrial production; we must strengthen environmental institutions to ensure the conservation of this natural heritage," said Carolina Morgado, Executive Director of Fundación Rewilding Chile, an organization that also participates in the Alliance.
The Alliance also aims to raise awareness internationally, where salmon production in Chile has been under scrutiny after the U.S. media The Washington Post called to avoid the consumption of Chilean salmon due to its environmental impact, while The New York Times called the operation of this industry "the Wild West", referring to the harmful consequences of its production for marine ecosystems.
